Chapter 12

Let all those Brothers who, by the inspiration of God, wish to go among the Saracens and other Infidels, request permission from the Provincial Ministers.

But the Ministers should only grant it to those whom they deem suitable.

Furthermore, I command the Ministers, under obedience, to ask the Pope for a cardinal from the Holy Roman Church to be the protector of the Order, to govern and correct it, so that, being always submissive and humbled at the feet of this most Holy Church, and remaining always firm and unshakable in the Catholic faith, we may observe poverty, humility, and the holy Gospel of Our Lord Jesus Christ, which we have firmly promised to observe.
